The article in Washington Post can be found in Goggle. The most important point is that the evil Bailout Plan will affect the rest of the world, not only America. The other important point is that Bush has missed the chance to discuss with international organizations and cash-rich nations to form a global insurance fund to address the mortgages and financial crises.

As for the book by Martin Weiss, you should read it, particularly Chapters 19-22 on the "Big Bailout", "The Great Rally", "The Gap", and "The Blame Game." I am surprised by the vision and far-sighted of the writer who predicted in his book the "Big Bailout" which is so similar to the evil Bailout Plan now on the table and the disasters or failures that such bailout would bring. He should have written these chapters by the end of 2002, a time that was 6 years ago!
